Create a single-file HTML5 Canvas Breakout game called "Shatterlight" with a neon cyberpunk theme.

**Core mechanics:**
- Paddle at the bottom, ball bounces off paddle and walls, destroys bricks.
- 5 rows of bricks, 10 per row. Bricks take 1–3 hits depending on row (top rows tougher).
- Ball speed increases by 5% every 10 bricks destroyed.
- Paddle shrinks by 10% each level after level 1.
